Insurance for Foreign Visitors to Ukraine in 2027: Who Needs It and Why
Foreign visitors may be asked for medical insurance at the Ukraine border. Learn how entry status, government advice and your reason for travel affect what to check.
Foreign visitors to Ukraine may be asked to show valid medical insurance at the border. The Australian government says: “You must have valid health insurance to enter.” The UK FCDO says that permanent residents of Ukraine do not need to show proof of insurance in its Ukraine entry requirements. These points do not guarantee admission: the Ukrainian State Border Guard Service makes the final decision on entry.
A separate question is whether you need to buy another policy. Having an existing policy issued in your home country does not automatically mean you need a Ukraine-specific one, but you should obtain written confirmation that it covers Ukraine, your dates and your planned activities. Check entry-document requirements separately from medical cover. Official advice changes, so anyone planning a 2027 trip should check current advice and requirements again before departure.
Do you need insurance to enter Ukraine? It depends on your status
For a foreign visitor, keep medical insurance ready as one possible border document. It should show the traveller’s name as it appears in the passport and cover the dates spent inside Ukraine. Save the PDF on your phone and carry a printed copy as a useful backup. A policy is evidence of insurance, not a visa, entry permit or promise that a border officer will accept it.
Permanent residence is the clear distinction in the FCDO guidance: a permanent resident of Ukraine does not need to show proof of insurance. That exemption concerns what may be requested at entry, not whether the resident has medical cover for a stay in Ukraine. Visitors who are unsure of their status should establish it with the relevant authority rather than relying on family connections, a past visit or an informal border report.
Quick border checklist
- A valid passport
- Any visa required for your nationality
- Your insurance policy PDF or printed copy, if applicable
- Residence evidence if you are relying on permanent-resident status
- Written confirmation of existing cover, if you are relying on a home, employer or university policy
Insurance is only one part of preparation. For a closer look at the insurance document question before travel, read our Ukraine entry insurance guide.
Government advice can invalidate or exclude home insurance
The security context is serious. The FCDO advises against all travel to Crimea, areas within 50 km of the Belarus border in Volyn, Rivne and Zhytomyr, and most other regions; it advises against all but essential travel to Zakarpattia, Ivano-Frankivsk, Ternopil, Chernivtsi, and Lviv regions, and to parts of Volyn, Rivne, and Zhytomyr further than 50 km from the Belarus border. Its Ukraine travel warnings also say that travel insurance could be invalidated if you travel against FCDO advice.
Australia advises “Do not travel” because of the volatile security environment and ongoing military conflict. Its guidance says missile and drone strikes continue across the country, including Kyiv, and that Ukraine’s airspace is closed. Visitors therefore arrive through a neighbouring country and cross by land, whether by train, coach, car or on foot. No insurance policy makes that journey or the destination safer.
This is why an ordinary annual policy, bank-card benefit or employer arrangement should not be assumed to apply. Smartraveller states that most Australian travel insurance policies will not cover travel to Ukraine in its Ukraine insurance guidance. Ask the insurer that issued your existing cover to confirm, in writing, whether it covers Ukraine for your exact dates and reason for travel. Keep the answer with the policy wording rather than relying on a sales summary or a general “worldwide” label.
Territory matters as well. A Visit Ukraine Insurance policy applies inside Ukraine only. It does not pay for medical care in Poland, Moldova, Hungary or another transit country, on the journey to Ukraine, or at home. If you travel through Rzeszów and Przemyśl before crossing at Medyka–Shehyni, or enter through Moldova or Hungary, consider separately what medical cover applies before you cross into Ukraine.
How five visitor types should assess the insurance question
Business visitor: confirm corporate cover, not just the itinerary
A meeting in Lviv or Kyiv does not remove the possibility of an insurance check at the border, and business travel does not override a government warning. Employers sometimes arrange group or corporate cover, but the traveller should not assume that it includes Ukraine, a particular work location or the dates of a changed schedule. Confirm who is insured, the territorial scope and the approved travel dates directly with the employer or the insurer.
Practical takeaway: obtain written confirmation of any employer cover and make sure any policy period matches the days you will be inside Ukraine, not the whole transit itinerary.
Volunteer: describe the duties and locations honestly
A volunteer travelling with an NGO, faith group or local contact should ask what personal medical cover has actually been arranged. Describe planned duties and locations to the organisation and to the insurer providing any existing policy, then obtain written confirmation of what is covered. An organisation’s security procedures, accommodation arrangements or transport plan are not the same thing as personal medical insurance.
Nothing in these policies covers taking part in hostilities. Medical insurance also does not provide evacuation planning, permission to enter restricted areas or protection from air attacks. If a question about planned volunteer duties is not addressed in the policy terms, confirm it with support before buying.
Practical takeaway: get written cover confirmation from the organisation or existing insurer after describing your actual duties and locations; treat any personal policy as medical cover, not a security arrangement.
Family visitor: enter every person’s details separately
Visiting a parent, partner or other relative does not by itself exempt a foreign visitor from possible document checks. Each person’s nationality and immigration status can differ, even within one family. Check current visa and entry requirements through your own government’s guidance rather than relying on a relative’s previous crossing.
One policy can include up to 10 travellers: the main insured person and nine additional people. Every traveller must be entered with their own name exactly as shown in their own passport and their own date of birth. The price is per traveller.
Practical takeaway: compare every spelling and date of birth against the relevant passport before payment, especially for relatives with different surnames, citizenships or travel dates.
Student: put entry, course and cover dates on one timeline
Students travelling for a course, research placement or language study should not assume that a university letter or student card resolves the insurance question. The length and purpose of the stay may affect visa arrangements, while an overseas university policy may have separate territorial or government-advice exclusions. Check current requirements for your nationality and intended stay with the relevant official sources.
A Visit Ukraine Insurance policy can run from 3 to 180 days. That does not establish what a school, university or visa route requires. Ask the institution what documents it needs and ask the insurer providing any existing cover whether Ukraine, the study period and the planned activities are included.
Practical takeaway: map your visa, course and insurance dates together, then confirm each requirement before paying deposits or arranging travel.
Dual national or permanent resident: establish status before cover
Dual nationality and permanent residence are not the same status. Do not assume that holding a foreign passport, having Ukrainian relatives or living abroad establishes whether you are entering as a foreign visitor, permanent resident or Ukrainian national. Establish your position with the relevant authority before travelling.
For a permanent resident, the FCDO point is limited but useful: proof of insurance does not need to be shown. It does not answer who will pay for emergency treatment or whether an existing medical policy applies. Residence evidence should be kept available, and medical cover should be checked as a separate matter.
Practical takeaway: first confirm whether you will travel as a foreign visitor, permanent resident or Ukrainian national; then separately establish what medical cover you actually have.
Choose the policy period for time inside Ukraine
If your existing insurer confirms suitable cover, you may not need an additional Ukraine-specific policy solely because it was issued abroad. If it does not confirm cover, or you need a policy for your stay inside Ukraine, select dates that match the Ukraine portion of the trip. Do not assume a Ukraine-only policy covers a hotel night in Poland, a coach journey from Chișinău or the journey home.
For plans issued through our insurance partner, changes to an issued policy, including name, date or passport-data requests, are handled by support at [email protected]. The buyer cannot edit a policy themselves. Do not assume that a policy can be edited in place or extended; ask support before making plans that depend on a change.
A brief policy option for eligible foreign visitors
Visit Ukraine Insurance offers two plans for periods from 3 to 180 days: Basic, with a sum insured of 100,000 UAH (≈ €2,000), and Advanced, with a sum insured of €30,000. Both include emergency in- and outpatient care, COVID-19 treatment, emergency dental care, prescribed medication, medical transport, hospital care, medical repatriation and a 24/7 assistance line. Compare the available options through insurance for visitors after checking that the territory and period fit your trip.
Russian and Belarusian citizens cannot be insured. For other eligible travellers, read the full terms and refund terms before buying. The useful final test is simple: know your entry status, confirm whether existing cover applies, arrange separate cover for transit countries if needed, and do not treat medical insurance as a substitute for a realistic assessment of the risks of travelling during war.
Frequently asked questions
Can I rely on an annual travel insurance policy for Ukraine?
You can rely on an annual policy only if its insurer confirms that it covers Ukraine for your exact dates and planned activities. Check territorial limits, exclusions linked to government advice and any restrictions relevant to your trip. Ask for written confirmation and retain it with the policy wording rather than relying on a summary of benefits.
Does a Ukraine policy cover me while travelling through Poland or Moldova?
No, a Visit Ukraine Insurance policy applies inside Ukraine only. It does not pay for medical care in Poland, Moldova, Hungary or another transit country, including during a land journey to the border. Arrange or confirm separate cover for each part of the itinerary outside Ukraine.
Can I include my partner and children on one policy?
Yes, one policy can include up to 10 travellers, including the main insured person and nine additional travellers. Each traveller must be entered with their own passport name and their own date of birth. The price is per traveller, and every traveller still needs their own passport and relevant entry documents.
What should a volunteer ask an organisation about insurance?
A volunteer should ask whether the organisation has arranged personal medical cover for their specific duties, locations and dates in Ukraine. Describe the planned work accurately and request written confirmation from the organisation or insurer. Security procedures and transport arrangements do not by themselves confirm medical insurance cover.
Can I correct a name or travel date after a policy is issued?
Requests to change an issued policy must be handled by support at [email protected]. Buyers cannot edit a policy themselves. Contact support with the relevant details before relying on a different name, passport detail or travel date, and do not assume a requested change will be made in place.
