How to Choose Between Basic and Advanced Insurance for Ukraine in 2027
A decision framework for choosing Basic or Advanced travel medical insurance for Ukraine in 2027, built around trip length, sum insured, and four visitor scenarios.
Start with the two ceilings, not the brand names
Two published ceilings sit in front of every foreign visitor who buys travel medical insurance for Ukraine in 2027. Basic is 100,000 UAH (≈ €2,000). Advanced is €30,000. The names are labels. The numbers are the product.
Ukraine is a country at war. People still arrive: tourists, business travellers, journalists, volunteers, NGO staff, students, and longer-stay foreign nationals. The useful question is whether the stay you have booked can live under a 100,000 UAH (≈ €2,000) ceiling, or whether €30,000 matches a hospital bill you could not pay yourself.
This article is a decision framework. It reasons from trip length and sum insured. War-risk cover and radiation cover are optional add-ons, chosen after the plan. Basic does not include war risk. Foreign visitors who buy Visit Ukraine insurance receive a policy PDF by email, usually within minutes. The underwriter is PJSC "IC EUROINS UKRAINE", licensed by the National Bank of Ukraine.
Basic and Advanced, side by side
There are two plans only. The policy period is 3 to 180 days on both. Extra days are charged after the first three.
- Basic: sum insured 100,000 UAH (≈ €2,000). From €3.56 for the first 3 days, then €1.08 per extra day. Policy period 3 to 180 days. War-risk cover is not included.
- Advanced: sum insured €30,000. From €5.75 for the first 3 days, then €1.73 per extra day. Policy period 3 to 180 days.
- Both: travel medical insurance for foreign visitors to Ukraine, underwritten by PJSC "IC EUROINS UKRAINE", licensed by the National Bank of Ukraine. Policy PDF by email, usually within minutes.
- Optional add-ons, decided separately: war-risk cover and radiation cover. Basic does not include war risk.
A three-day weekend is €3.56 on Basic and €5.75 on Advanced. A 21-day stay is the first three days plus 18 extras: €3.56 + 18 × €1.08 = €23.00 on Basic, and €36.85 on Advanced. A 90-day semester is the first three days plus 87 extras: €3.56 + 87 × €1.08 = €97.52 on Basic, and €156.08 on Advanced. The premium gap stays modest. The ceiling gap does not: 100,000 UAH (≈ €2,000) against €30,000.
If you need the benefit list rather than the choice, a separate page sets out what is covered under each plan. This article stays with days and ceilings.
A method you can reuse on any itinerary
Write two numbers on paper before you open a quote form: how many days the policy must run, and which medical bill you could not pay yourself.
Count every day the policy must run
Include the day you enter and the day you leave. A Friday-to-Sunday business trip to Lviv is three days, which is also the minimum policy period. A volunteer rotation sold as "three weeks on the ground" is 21 days only if you ignore airports; count the flights. Cover is sold from 3 to 180 days. A weekend fits. A 90-day term fits. A stay past 180 days does not fit inside one period of this product.
Name the medical bill you could not pay yourself
The sum insured is the maximum the insurer pays for covered medical expenses during the policy period. It does not grow when the trip grows. Basic is 100,000 UAH (≈ €2,000) on day three and on day ninety; Advanced is €30,000 on both. If you were admitted to a medical facility in Kyiv or Lviv, could you pay anything above 100,000 UAH (≈ €2,000) from savings, a corporate arrangement, or another policy? If no, Advanced is the ceiling that matches the trip. If yes, and the stay is short, Basic is a coherent choice, not a lesser one.
Keep the add-ons off the plan choice
War-risk cover and radiation cover are optional add-ons. They are a second yes or no. Mixing them into the first decision is how people buy a higher sum insured for the wrong reason, or a lower one while assuming conflict-related treatment is already in the policy.
Scenario: a weekend business trip to Lviv
A consultant flies in on Friday for meetings in Lviv and flies out on Sunday. Three days. Hotel in the centre, taxis, dinners, a train of emails. Western Ukraine, a short-stay business trip, no field travel.
At the published rates the premiums are €3.56 for Basic and €5.75 for Advanced. The extra €2.19 buys the jump from 100,000 UAH (≈ €2,000) to €30,000. Trip length argues for Basic: the claim window is three days, and the minimum policy period already covers it. Sum insured argues from the traveller's own funds. A firm that will settle a larger hospital bill, or a traveller who can, may take Basic and keep the 100,000 UAH (≈ €2,000) ceiling in mind. A traveller who cannot fund anything above ≈ €2,000 takes Advanced, even for a weekend, because the ceiling is the product.
Which plan fits: Basic, when the stay is three or four days and the traveller accepts 100,000 UAH (≈ €2,000) as a hard stop. Advanced, when they do not. The city does not make the choice. The days and the ceiling do.
Scenario: a three-week volunteer rotation
An NGO rotation is advertised as three weeks. Count 21 days unless the flights add more. The work may be warehouse shifts, community visits, or office support. It is still inbound travel by a foreign visitor, and still medical expenses insurance.
Twenty-one days is the first three days plus 18 extras. Basic comes to €23.00. Advanced comes to €36.85. The extra premium is €13.85. The extra ceiling is the gap between 100,000 UAH (≈ €2,000) and €30,000. Trip length now pulls the other way from the Lviv weekend. You are not buying 21 days of a larger daily limit. You are holding the same limit through 21 days of exposure. A hospitalisation in week three hits the same 100,000 UAH (≈ €2,000) stop as a clinic visit on day one.
Which plan fits: Advanced. Not because volunteer work is a special category. Because 21 days against a 100,000 UAH (≈ €2,000) ceiling is a thin match for anyone who could not pay the next euro of emergency medical treatment, and the published Advanced rate for that stay is €36.85. Decide war-risk and radiation afterwards, as add-ons.
Scenario: a journalist on assignment
A reporter or producer is sent for ten to fourteen days. Kyiv for interviews, perhaps a second city, a car between them. Press travel does not change the sum insured or the policy period. What changes is the shape of the trip: more movement than a Lviv weekend, more days than a conference, still well under 180 days.
Take fourteen days: the first three plus 11 extras. Basic is €3.56 + 11 × €1.08 = €15.44. Advanced is €24.75. The premium gap is €9.31. The ceiling gap is unchanged. A journalist who can fund a bill above 100,000 UAH (≈ €2,000) might still look at Basic. A traveller who cannot, and who will be on the ground for two weeks, holds that same stop across a longer claim window.
Which plan fits: Advanced, because the period is closer to two weeks than to three days and the traveller is moving rather than sitting in one hotel. The reasoning is trip length plus the €30,000 ceiling, not a claim about reporting work.
Scenario: a student staying a semester
A semester in Kyiv or Lviv is the long-stay case that still fits inside the product. Ninety days is a fair figure for a single term; some calendars run a little shorter or longer. The policy period allows 3 to 180 days, so a 90-day or 120-day term is inside the range. A full academic year is not. Do not force a year into one period.
At 90 days the published rates work out as €97.52 on Basic and €156.08 on Advanced. You pay more because you are buying more days, at €1.08 or €1.73 after the first three. You do not receive a larger sum insured as a reward. Basic is still 100,000 UAH (≈ €2,000). Advanced is still €30,000. That is the fact students miss when they compare only the headline "from" prices of €3.56 and €5.75, which are three-day prices, not semester prices.
A semester is a long window for emergency medical treatment, outpatient care, or hospitalisation. Holding 100,000 UAH (≈ €2,000) across that window is a different proposition from holding it across a Lviv weekend. The extra €58.56 between the two 90-day premiums moves the stop from ≈ €2,000 to €30,000 for every one of those days.
Which plan fits: Advanced, because trip length is measured in months and the sum insured does not scale with those months. A student who already has another arrangement that would pay above 100,000 UAH (≈ €2,000) could still choose Basic as a cheaper ceiling; that is a funding fact. If the semester would run past 180 days, this product's period stops at 180.
If you are travelling from the United Kingdom
British travellers should read the official UK foreign travel advice for Ukraine before they treat any insurance quote as the last document that matters. The Foreign, Commonwealth & Development Office page is a travel advisory. It is not a substitute for a policy, and a policy is not a substitute for it.
A common route from the United Kingdom is a flight to Poland — Warsaw or Kraków — and then a land border into Ukraine. That routing does not change the two ceilings. A weekend from Manchester to Lviv is still three or four days against 100,000 UAH (≈ €2,000) or €30,000. A three-month secondment from a London NGO is still a long-stay hold of the same ceiling. Carry passport, any visa or residence papers, and the insurance certificate on your phone when you reach a border checkpoint.
You may be asked to show proof of medical insurance. You may not be asked. Do not treat either outcome as a rule. Buy the plan that matches the days and the bill you could not pay, then carry the PDF. Travellers from the United States have a parallel official page, the U.S. travel advisory for Ukraine, and the same two-ceiling choice. Nationality changes the advisory you read. It does not change Basic or Advanced.
How trip length and the sum insured pull in different directions
The premium is a function of days. The sum insured is not. Each extra day costs €1.08 on Basic or €1.73 on Advanced. The ceiling stays 100,000 UAH (≈ €2,000) or €30,000 no matter how many extras you add, up to the 180-day stop. That is why a weekend can support Basic without the choice being careless, and why a volunteer rotation, a press trip, or a semester is a thinner match. You are keeping one cap in force while the number of days in which a claim might arise goes up.
What you may be asked to show at the border
Entry rules sit with the Ukrainian state, not with an insurer. The State Border Guard Service of Ukraine is the administration that meets travellers at air and land checkpoints. You may be asked to show travel medical insurance. Keep the policy PDF where you can open it without a signal: phone storage, not only email. Nothing about that request makes a particular sum insured the official one, and a policy is not a promise of admission. Border officers read documents; they do not underwrite them.
Buy a period that covers every day you intend to stay, in the name that matches your passport, with PJSC "IC EUROINS UKRAINE" visible on the PDF. Ukraine remains a country at war. For medical and humanitarian context alongside the advisory pages, the WHO Ukraine emergency page is the World Health Organization's situation hub. Read it as background, not as a claims guide.
A practical preparation checklist
Work through this list once the dates are real.
- Write the trip as a number of days, including entry and exit days, not only the days you expect to spend in meetings or on a volunteer site.
- Confirm that number sits inside the policy period of 3 to 180 days. If it does not, this product cannot be stretched to cover the extra time.
- Put the two sums insured on one line: 100,000 UAH (≈ €2,000) for Basic, €30,000 for Advanced.
- Decide whether you could pay a hospital bill above 100,000 UAH (≈ €2,000) yourself. If you could not, the Advanced ceiling is the one that matches the trip.
- Price the stay at the published rates: Basic from €3.56 for the first 3 days then €1.08 per extra day; Advanced from €5.75 then €1.73 per extra day.
- Treat war-risk cover and radiation cover as optional add-ons, chosen after the plan. Basic does not include war risk.
- Read the travel advisory issued for your nationality, then keep passport, any visa or residence papers, and the policy PDF on your phone.
- Remember you may be asked to show the insurance certificate at a border checkpoint. The PDF usually arrives by email within minutes; buy it before you travel, not after you join the queue.
Frequently asked questions
What is the difference between Basic and Advanced insurance for Ukraine?
There are two plans only. Basic has a sum insured of 100,000 UAH (≈ €2,000) and starts at €3.56 for the first 3 days, then €1.08 per extra day. Advanced has a sum insured of €30,000 and starts at €5.75 for the first 3 days, then €1.73 per extra day. Both run from 3 to 180 days. War-risk cover and radiation cover are optional add-ons. Basic does not include war risk.
How much do Basic and Advanced cost for a weekend, three weeks, or a 90-day stay?
At the published rates, three days cost €3.56 on Basic and €5.75 on Advanced. Twenty-one days cost €23.00 on Basic and €36.85 on Advanced. Ninety days cost €97.52 on Basic and €156.08 on Advanced. The premium is a function of days; the sum insured stays 100,000 UAH (≈ €2,000) or €30,000.
Does the Basic plan include war-risk cover?
No. Basic does not include war risk. War-risk cover and radiation cover are optional add-ons, chosen separately from the Basic or Advanced ceiling.
How long can a policy last?
The policy period is 3 to 180 days. A weekend, a three-week volunteer rotation, a journalist's assignment, and a single academic semester can all fit. A stay longer than 180 days does not fit inside one period of this product.
Which plan fits a short business trip to Lviv, and which fits a semester?
A three-day business trip to Lviv can fit Basic when the traveller accepts the 100,000 UAH (≈ €2,000) ceiling. A semester-length stay fits Advanced because the sum insured does not increase with the extra days, while the window for medical expenses does. In both cases the other plan remains available if the traveller can, or cannot, fund a bill above 100,000 UAH (≈ €2,000).
Will I be asked to show travel medical insurance at the Ukrainian border?
You may be asked to show a policy PDF at a border checkpoint. You may not. Neither outcome is a promise of admission, and this article does not treat insurance as a legal condition of entry. Keep the certificate on your phone, with dates that cover the full stay.
